The highly rated Norwegian team were first to score, with Solveig Gulbrandsen hitting the back of the net nine minutes after half time.
England’s equalizer came in the form of a header from Steph Houghton.
Lucy Bronze then sealed Norway’s fate with a right-footed shot that bounced off Norwegian goalkeeper Ingrid Hjelmseth’s hand and into the net.
The England team will now face hosts Canada in Vancouver for their quarter final tie.
